After hearing it the first few times, I got this feeling I'd heard it before. I got the same feeling from parts of the FFXII soundtrack too - it sounded just like Vagrant Story - and sure enough it involved the same composers. Well the same thing happened with XIII - same composer as from Unlimited Saga. Those who like his work may like to check out the OST for this game, it's also very nice work. although not quite as varied wrt styles.
Anyway the tune it reminded me of (I swear I went to bed humming the FFXIII battle theme once and it morphed into this tune instead):
Mainly the string melodies strike me as similar, probably the same chord arrangement or something.

yeah it does sound like the XIII one is a variation on the Unlimited Saga one. Chord progressions are very similar, even the instruments.
