I never payed for a subscription, but I never canceled my account either.
On my Square Enix Account, FFXIV shows up as active and my character still exists both on the account and here:

I am obviously not going to get Legacy because I didn't and can't pay for 90 days anymore, but I still have some questions.
What happens to my old character, does it transfer over?
Will I have to go buy a copy of FFXIV ARR or can I just add a subscription?
Urg... I wish I knew about Legacy ages ago... I would have payed the 90 days...

You will NOT be required to buy anything else when the game launches again. You can use your current account and simply download the new client.

So even If I didn't make legacy I can play Phase 3 & 4 Beta? I currently have no Beta invite and no Legacy status.

Phase 3 will have limitations, and is being used to test the Character Import system, the progress made will be wiped when phase 4 begins.
