I am afraid that I am not sure as to what you mean about "difficulty system," but I'll assume that Shoji is right and it is not something that we'll know anything about for certain, until the latter beta phases.

1. Trailers and alpha. So far from what we've seen, nobody really seemed to be in danger. I'm sure if you attack something 10 levels above you, you're gonna get hurt, but that's not really difficult because you should be fighting monsters 1-5 levels within your range based on whether you are soloing or partying. Like others are saying, Beta readjustments will up the ante a bit but I still don't think it will be comparable to the level of difficulty my standards are at.
2. Story quest and general questing. They are going to determine the level of difficulty for you on everything but the levequests and some of the boss battles and dungeons. That means they'll probably go with their playability standards that reach the widest audience possible, rather than the niche market FF or J-RPG players. Meaning: They're going to make it moderately easy to get by if things continue on as they are.
Personally, I don't mind it being moderately easy. Having some side quests and optional quests with higher than average difficulty would be nice, and a good way to distinguish between skilled players and button mashers would be nice too. I remember the stupid velocycles and other bikes from FFXIII that just tear into your HP with that one continuous move if you don't have a Sentinel and a healer out, or if you let the fight take too long and it just overwhelms you. Stuff like that made the game scary at times, but that was important to its enjoyability. So many fights in that game were a real struggle the first time through, but the second time it's like ohhhh yeah watch out for that and you beat it in record time if you're smart. Still, it's fun to be a little uncertain if you'll win, and to have a challenge. Hopefully ARR delivers more in that area than what I've seen so far.
Mind, Beta will be what determines its true difficulty level.

With that said, it was pretty entertaining in the old days of WoW where some of the trash packs in Tempest Keep were more powerful than a couple of the bosses themselves.

By the same token, there should also be easy group content. At the least, content meant for smaller groups, that can be PUGed. Group content need not be reserved only for the elite.

difficulty only really comes into play in end game and if FFXI is anything to go by I think we'll have our challenges as well as a fresh/easier approach to getting into that endgame
