First off, it would just result in people buying your game FOR the beta. Look at Crackdown for Xbox360 as an example. It came with the Halo 3 multiplayer "beta," and sold tons of copies for it...yet hardly anybody seemed to play the actual game, which is unfortunate, because that game was incredible. While Square-Enix might not complain too much with the sales numbers, it seems like a wasted effort in making Final Fantasy XIII in the first place if people only get it to play the beta for Final Fantasy XIV.
Second, if beta codes are included in every copy of Final Fantasy XIII, that's essentially a public beta release, as it's available to everyone. Square-Enix would be pretty ballsy to do a public beta on their game first, instead of a lower number closed beta. I could see a beta code being released with a game if Final Fantasy XIV had already been in beta test, thus making it the "public beta/stress test," but that isn't the case here.
Third, as stated above by Evicerator, Square-Enix plans on doing the beta test for PC at first, which is odd that a code to get into said beta would be released on a separate console.
Personally, I think it'll be an in-game item, such as a house furnishing similar to Final Fantasy XI...something related to Final Fantasy XIII. Maybe one of those disgusting looking Chocobos to plop in your room...

It is very important that we reread the edited first post in this thread, which I will post here. I'd also recommend a mod change the name of this thread. While it drives traffic, I think it may be a little misleading at this point.

Although, I don't think including a beta key in a preorder is a horrible idea like many opinions here, I do, however, think including it in release game would be a bad idea. Preorder numbers are high but not that high that I think it would have that negative of an effect.
