According to eLeMeN - FF14, a Japanese FFXIV fansite, it's probably an in-game item code or something along those lines, like most FFXI "campaign codes."

I checked a few Japanese fansites. eLeMeN - FF14 thinks that this is most likely a campaign code for an in-game item. Final Fantasy 14 Fan is unsure whether it's a beta key, a download code for the development version, a limited edition item, or something else, but they quote the FFXI Term Dictionary about "campaign code:" "a service where a selected character can receive a limited in-game item using a code included with other merchandise the player buys." They go on to say that, since Square Enix released in an interview that the beta test will be world wide, it's a little difficult to believe that they would release a Japan-only beta code. However, they said, if this were the case it must be something that Square Enix has though through thoroughly.
Well, I translated the message (I speak Japanese fairly well) and it says: "Quick announcement! Inside the first FF13 releases, they will come with a FF14 campaign code!"
Now, campaign code can be anything that is a bonus to your purchase. So this could be beta keys, it could be a discount coupon for purchase of the game, or it could be free game time for FF14. Knowing how campaign codes work (I'm living in Japan right now), it's usually related to free time. So I'm guessing if you get one of the initial releases of FF13 in Japan, you will get a code for free game time or something like that. It's just speculation, but I highly doubt it will be beta keys.

Yeah I don't think Squeenix would give out Beta keys this way, I think they will more likely make us apply.

And yet, I can see Square-Enix doing this simply from business perspective. Take for example, me. Despite the hype over it, FFXIII is the first Final Fantasy game in the numerical series that I am COMPLETELY disinterested in. And yet, they may just get a sale out of me if they include a Final Fantasy XIV beta key. Hell, I don't even own a PS3, and I'd consider buying one if it were just for XIV's beta. Of course, I'm assuming that you'd have to get XIII on the PS3 so that you could play XIV's demo on the PS3. But, yeah, that process would force some people's hands into buying XIII when they never wanted it in the first place. Such as myself.
Still, as I mentioned, that would be way too easy for every individual to get into a closed beta. Most likely, in-game item or event.

i will definitely buy it, because i dont think i will play FFXIII now
maybe i will play FFXIII like 1/2 year after it's released
but for the beta key, im willing to go for it
hopefully they include the beta in the PC ver

besides, not everyone should be a tester, most of us (including myself, again) have no experience and would most likely just run around and play without really trying to help the development of the game

Like I said before though I think Squeenix will have us apply for it. Campaign code doesn't sound like beta key to me. ^^
